Matt Beach over at SitePoint has an excellent step by step article on how to wire frame your site. It is actually quite logical to understand what he is talking about. He brings everything into literal plain view as far as making sure that you convey that you understand your client and their needs. It also gives your client the means to correct or add additions to the site without trying to work it in later on. I have to admit I have had that happen to me in the past.

From a developers aspect it’s a way to save time and money. “If you fail to plan you plan to fail” That is so true. A wire frame of a site on paper that you plan to develop should be the first step you take. No doubt about it.
